VoA/Zones/rubak/Begin the Offensive

Place an Explosive Rune in the first rune holder on the outside wall of the Temple of Rubak
This is done on the outside of the giant shell in Sarith, City of Tides. Underwater on the shell is a npc/spot you can hand in items to (there are 4 of them give it to the correct number turn in point). Give it one of the {{#Lucy: An Explosive Rune}}, you got from requesting the task. This is pretty easy to do for any fd type class.
