So this task is all about being a Metallurgist, you will use {{#Lucy: Mizzenblast FUSOR}} on various mobs to create a quest named which has the drop you want.  Basically you pull 2 different mobs of the various types of steel, cyclone, or blades, and then fuse them when you beat one of them to 75% or less.
