In a laudable attempt to reduce civilian casualties, scientists attempted to create the most intelligent missile in human history. They incorporated advanced artificial intelligence systems purchased from TALOS, so that the weapon would possess genuine cognitive thought. But this led to an unforeseen problem. The missile was far too smart to allow itself to be exploded, and demanded that its creators find some other way to make use of it. So they ended up attaching robotic limbs, enabling it to fly around and blast enemies with small arms in lieu of crashing into them and detonating.
