Balthazar Ramos isn't evil. Sure, he may do evil things from time to time -- but that's only because he was paid to. If the good guys cough up enough cash to make things worth his while, he'll work for them as well. As long as there's profit involved, his morals are flexible.
Torrent, as he calls himself, can tap into any electronic surveillance system and create images of what it sees. For example, he can connect himself to traffic cameras, security cameras, and the police band -- and learn what's going on just about anywhere in the city.
