I should ask Averna about Dragon Cults
Averna says each dragon cult has their own 'Gospel' that they worship. If I find a Dragon Gospel I should bring it to her.
I have found the 'Gospel According to Yuvon' I should show it to Averna
Averna gave me a letter written in Daedric and told me that Stabby can use it to find the Dragon Cult Headquarters. 
  I should give the letter to Stabby

1. Starting the quest
   1. After killing Tharsten as part of The Merchant of Souls, mention the Dragon Priest to stabby
2. The Dragon Gospel appears in two locations
   1. During the Merchant of Slaves quest, it is in Ranmir's Boss Chest
   2. After starting the quest The Merchant of Silver Stabby reads the book as part of his research into the Gold-Loves and the East Empire Trading Company. You can find the book on the dining table in the Dawnstar Sanctuary
