It contained a nuclear weapon. The gangster used this unexpected windfall to terrorize his hometown, and put himself back on top of the local underworld. It's debatable whether this event ever actually took place. But that hasn't stopped starry-eyed maniacs from trying their luck, in the hope that they too can nuke their rivals one day.
