Ploy: If your opponent plays a Martial Attack, recover 3.
People who tangle with Sam Ng walk away (or hop / crawl / roll away, as the case may be) believing that he possesses superspeed. After all, how else could he have snatched the weapons from their hands before they knew what's going on, or managed to undo their belts and pull their pants down for his amusement?
In reality, Makeshift moves at normal speed. But he has the ability to slow time itself for anyone who's within a ten yard radius of him. Thus from their perspective he moves in a blur.
Makeshift does sometimes employ his powers to tackle criminals -- which is why he wears armor, in case he's shot at before he can get close enough to slow his enemies. However, most of the time he seems to prefer using them to play annoying pranks.
