Rehabilitation Ship
In an effort to reduce recidivism rates, a prison governor came up with the notion of rehabilitation vessels. Criminals would be used to crew these ships, and thus learn the value of good, honest, hard work -- whilst also receiving anger management training and other such services aimed at keeping them on the straight and narrow. The idea was greeted with much applause, especially by the workers at the orbital shipyard of which the governor just happened to be a major shareholder.
