When you first met Oktoberfest, he was shooting motes of dust whilst quaffing beer from a rather large tankard. He then proceeded to collapse into the most efficient drunken stupor imaginable -- after first filing away his vomit and signing for it in triplicate. While he slept, Wibbak explained that the Kruger family hadn't actually given his brother that ridiculous first name. Rather it was something he chose himself, to celebrate his love of German beer and beer-related festivities. During a brief period of sobriety, Oktoberfest later explained that he shoots better when inebriated. Perhaps it's a pistolier's equivalent of drunken boxing...
